Vehicle drivers will be charged a fee of up to USD 23 (INR 1,835) to drive in downtown New York between 60th Street and lower Manhattan. This measure will make the megalopolis the first city in the United States to implement congestion pricing.

Why does New York charge a congestion charge?

The the congestion charge works as a toll to enter city centers. Also called “congestion charge”, it is essentially a tax on heavily congested roads and an incentive to use public transport.

The expected fare to New York ranges from $9 (INR 718) to $23 (INR 1,835) per day, depending on the time of day and type of vehicle, according to The City.nyc. It could drop to USD 5 (INR 399) for overnight fares and will be applied in addition to tolls for tunnels and bridges. The city will use a system of passes and license plate readers to enforce the law.

In New York, the announcement follows the release of an environmental assessment report from the Federal Highway Administration (FHWA). “The bottom line: Congestion pricing is good for the environment, good for public transit, and good for New York City and the region,” said Janno Lieber, chairman and CEO of the Metropolitan Transportation Authority (MTA). It is expected to improve air quality and increase transit ridership by 1 to 2 percent, according to the report.

Approved by the New York City Council in 2019, President Joe Biden’s administration relaunched the project in October 2021. The effective date for congestion pricing in the city has yet to be specified, but it is expected to be tested in 2022. Officials remain open for public comment until September 9. Other major cities using congestion pricing are London, Milan and Stockholm.
